Better Breathing for Ranger

I've a '93 Ranger with the 4.0 and will be gradually increasing the power
in one way or another over the next year or two. Right now my immediate
concern is the air intake box. I'm running a K&N filter, and when I
remove it for cleaning, it looks like only the front 1/3 or so of the
filter is dirty. The inlet to the air box is in the front 1/3 or so of
the box. This leads me to believe that my air intake is greatly restricted.
Would this be a valid assumption?

Now, given that the air intake is restricted, what can I do to increase
the air flow? My thought was to trim a section off the bottom of the air
box, allowing air to flow through the entire filter. Do you think this'll
increase flow? Might there be some turbulence within the engine bay that
will actually reduce, or in some other way upset the flow?
