Couple of steering linkage questions...

I can't seem to find any torque specification for the power steering cylinder to centerlink? Does it just get tightened enough to line up the hole on the castellated nut for a cotter pin? Or does it get the 30-40 ft.lbs. that the tie-rods to centerlink get?
The idler arm bolts & nuts I removed looked pretty nasty, and were a bugger to get off. I went down to my local NAPA who couldn't match up exactly the fine threaded bolts and cruch nuts. Instead I got grade 5 corse thread bolts, locknuts and tempered nuts. Think these are okay to use? (There was also an identical bolt/nut for the steering cylinder to frame bracket.)
Trying to take advantage of an unusually warm day here in Pennsylvania.
