Smog Legal SVO Parts...

I have been researching possibilities for EFI engine swaps for my
Bronco and ended up going with an EFI 460... I looked into the SVO
302's and 351's before ultimately deciding on the 460 for several
reasons.
* The 460 stock has more HP and torque than the built 302/351...
* The 460 stock is smog legal and the built SVO 302/351 isn't...
* The 460 and the E4OD tranny that came with it was cheaper by far
than the built SVO 320/351 alone...

I don't understand why I could go out and buy a Mustang GT40 or
F150 Lightning, both of which are smog legal, yet I can't buy the
engines from FORD or SVO and have them be smog legal...
What's wrong with this picture...? I know I can buy certain parts
from SVO that are smog legal but if you try to put it all together
they claim these parts are "Off Road Only" and illegal in street
cars/trucks... I have no choice but to buy emmisions legal parts
because in a year or two, my county is going to adopt the same smog
laws as the rest of Colorado, and I'm not going to dump a pile of $
into this truck only to have it be illegal in a year...

First off. If a part has a California exemption, it is smog legal. There
is no limit on how many parts may be changed. Second, SVO "crate"
engines are not usually the same exact thing installed in the production
cars.

Also, if an engine is certified for a particular application, it does not
mean the that engine is ok to slap into anything else. A truck
certification does not equal a car certification. But, at least in
California, you may swap a later model drivetrain into an older car
provided you keep the whole thing as a system. Otherwise it is up to you
to prove that the car meets regs.

Smog laws while at times confusing and contradictory, are not all that
difficult to keep track of for purposes of modifications. Thank God
that California is now making the smog license test very hard to pass.
It should weed out the idiots who tell you "that isn't legal" when it
is. On the other hand, I'll lose the idiots that pass my cars. The cars
pass the tailpipe tests, but not visual. Oh well. Can't win them all.

So you can, if you make the proper changes and install all the necessary
pollution control devices.
