The fog lights are wired so that the wire running to the fog light
switch is hot when the low beams are on and cold (no power) when the high
beams are on (at least on a 92 SHO). I rewired the fog lights by opening
the dash, clipping the hot wire to the fog light switch and replacing it
with a wire from the headlight switch (located on the upper left of
instrument display on the SHO) which is hot when the parking lights are
on. I soldered everything but you could use crimp type connectors just as
easily.
This allows the fog lights to be run by themselves (if the parking
lights are on), when the low beams are on, and when you flash to pass and
have the high beams are on.

(92 Ford SHO)
