Ken,

My family has owned 2 '83 Crown Vics and an '83 Marquis. Even in the best
state of tune, the best MPG any of them ever got was about 19-20, and that
was when they were near new. These were regular, pedestrian models with
highway gears, etc.

If your car has the police package, it probably weighs a little bit more
than a regular model, and you may even have better (numerically higher)
gears. Both of these factors would affect your mileage negatively. I
know every car is different, but if you're getting 19 MPG, I'd say that's
doing pretty well. I think the EPA window sticker rating from my '83 was
in the 17-23 range.
