Hi Ken,
I have an '84 Crown Vic police cruiser that did the same thing.
It turned out that I cut off power to the electric choke heater when I
accidently cut the oil pressure indicator light wire. My choke heater
is driven off the oil pressure switch. In my car, the heater needs a
12v supply or it won't heat up properly. As I recall, the '83 EFI had
the same electric choke, but I forget if it was driven off the oil
pressure switch or the alternator field terminal.
Congratulations on your choice of wheels. You can't beat the
comfort, mileage, and performance of a police Crown Vic. And they are
pretty safe cars. My daughter wrecked one on Interstate 80 between here
and Sacramento, and she walked away without a scratch or bruise. The
Crown Vic got reincarnated as a cab here in Berkeley! (That's why I can't
remember what her '83 EFI was like; a cabbie is driving it).
