ADMIN: Change in policy for bounced mail

I've been experimenting with a change in the handling of addresses which
bounce list mail. It seems to reduce the number of bounces quite
dramatically, and might actually work better for people with flaky email
links than just leaving them on the list.

When I determine that an address has gone bad, usually because I've seen
a day's worth of messages bounce, I'll move that address to the digest
list. That way, instead of several dozen bounces per day, I'll only get
one. And if the mail link comes up again, the subscriber is still on
the list, and a simple request will switch them back to the live list.

If even digest mail continues to bounce for more than a week, I will
remove that person from the list entirely. If you know your link is
flakey, let me know and I'll extend that period.

I am open to suggestions if anyone has better ideas. I still reserve
the right to unsubscribe people at my whim, but I try not to exercise
that right any more than absolutely necessary to preserve my sanity
(and, I hope, yours).
