Spongy Brakes

Sometime in my cars past, the front brakes were converted to discs and an
adjustable proportioning valve (marked KH on the wheel) installed. After
installing a new brake hose and bleeding the brakes many times, I still have
a spongy brake pedal that goes right to the floor. I think the culprit may
be this proportioning valve but I'm not sure. Anyone?
