Are they always the same two plugs? WHICH ones are they? 7&8? 5&8? ?&?
Have you made every effort to determine if these plugs are receiving
electrical pulse (spark power) "all" the time?
IF NOT, determine if they are cross firing or grounding out or the wires are
leaking out somewhere!

IF it is always the same two plugs/cylinders - look to all ignition details
as well as mixture.

Do you have a single plane or duel plane intake manifold?
