The $300 fee will not apply to your 67, only to 73 or 74 and newer cars.

If your car is from out of state, and was a 49 state car, you only have
to meet those standards, not the CA ones. You won't have to worry about
a pump if your car never had one.

Useless, DMV people are not much better at these things than the bum on
the street. Go see a competent smog shop, thier book will list a
procedure for an out of state car. DMV will need to have your old title
to register the car I believe.

Depending on the state you are coming from you may be required to take
your car to DMV or have a police/SO/ or CHP officer verify the VIN.

John,

Figured I catch a few... :-)

Hmmm.. didn't know that. When I moved to california, it was
literally a few days before the fee was enacted that I registered
my car...and the person behind the counter at the DMV said that
I should be happy (I was grumbling at the CA DMV extortion fees,
I was used to the low rates of Ohio) because in a few more
days I would have to pay $300 (on a '68). Of course the person
probably didn't know what they were talking about (see comments
below about quality of info from DMV...)

True, after I posted that message I figured I should have been
more explicit about it... the "BTW" was supposed to mean
"as an interesting side note that you don't really need to worry
about..." When I moved to california I was surprised to see the
smog pumps on such early cars (I didn't even know they made
them back then until I moved to California).
