How do you tell if your car is too lean?

Hi guys, basically the subject is my question.
On my 68 289 2 bbl. I can't get it to idle right. The shop that smogged it
told my brother it was too lean, but at that point it seemed to idle okay.
Since then, it startedd dieseling at shut off. That was when I checked the
timing and found out that the vac advance was kicking in at idle. I
disconnectected it and the dieseling stopped. It runs well with no vac
advance, I was kinda surprised at that. It feels like it is missing bad, I
think it might be in the wires, but I pulled the #1 plug, and it was bright
white, like it had never fired. I changed that plug, with an extra I had,
there was no change. I changed the wire, again there was no change. The cap
and rotor are fairly new, thery have about 800 miles on them. Today I pulled
the rest of the plugs, they are equally bright white, no hint of carbon or
anything.
Would an engine that is lean leave the insaulators on the plugs bright white?
(they weren't blistered) I have heard of a lean misfire, Do y'all think that
could be the misfire I am feeling? At idle it also surges every once in a
while, any relation?
If it is lean, I was told I could put in standard holley jets in a autolite 2
bbl. What size should they be? (I can't read the jet sizes on the jets that
are in it) The only modification are the headers that the previous owner had
installed. I can only guess that they didn't change the jet sizes.
