floor question

I'm a newbie starting on the first project (the floor) of my first Mustang,
a 1964 1/2 convertible. The guy I bought it from replaced the worst portions
of the floor with fresh metal, so what I'm left with is surface rust. I've
just started removing it with a wire brush on my drill, and I have two
related questions:

1) How 'clean' do I have to get? Is it necessary to remove every last trace
of rust?

2) What should I paint it with when I'm done? One person recommended POR-15,
and said I wouldn't even need to remove rust if I used it, but another told
me that was overkill for the floor, and a very expensive way to go.

Wire brush it, no you certainly do not have to remove every trace of rust, but
the more you get off, the better.

Use Petroleum jelly rust converter to convert any remaining surface rust back to
metal.

Then coat it with Por-15.

I don't know who told you that would be very expensive because a quart of Por-15
is generally under $30. And a quart will probably be all you need.

Also, If memory serves me, you drive a convertible, which means you will from
time to time have water on the floor. Whether you forgot to put the top up and
dew (or rain) settles in, or your top leaks, it WILL happen from time to time,
just a fact of owning a 40 year old convertible.

The bigger question is did the previous owner fix the CAUSE of the floors
rusting out? ie, the dreaded Cowl repair. If not, then that is where you need
to start.

When I did my floors, I used a wire wheel to get most rust off and then
use POR-15. I didn't think POR-15 was that expensive and you wont need
more than a quart.
