fender bolt and hood hinge finishing questions

How are the hood hinges finished on my 66 coupe? I've seen some very
nice Mustangs with the the fender bolts and hood hinges finished in
different colors.

Jeff Speegle posted in 1996:

Phosphated parts (medium gray very flat then oiled originally)
Used on (in 65-6) hood hindges, fender bolts,
spring cover bolts, misc bolts

How does one 'phosphate' these parts? Eastwood sell something? NAPA?

I also found a post from Jeff dated Oct 1997 that lists a very complete
list of colors for underhood parts (black, natural, phosphate).

Can I just sandblast/wirewheel these parts and paint them with some
phosphate-like paint?
