Factory Error?

On Saturday I replaced the inner rocker panel of my 64,5 convertibel and
was faced with following problem. There were two holes where the
attaching nut for the seat belt will fit in. On the drivers side it´s
fastened to the rear one and on the other side to the front one.

Which is the correct hole. The rocker panels have never been opened
before so it should be weld in like this by factory.

Are there threaded mounting plates behind both sets of holes?

Its likely a supplier problem that they changed during the first couple
of months. New cars (new model types) often go through this process of
errors. Examples with the Mustang would include things like the hood,
windsheild wiper posts and others. Where after production starts they
uncover problems or short cuts that engineering didn't catch.

The real mistakes are when the workers start putting things in the wrong
location sad smiley

One recent example I ran across was on a 67 390 convertible. Seem that a
worker (or machine) located the emergency brake cable mounts to the
floor apprx 1 foot forward from where they shold be.Simple factory fix
was to tourch off these and add two more in the correct location. We did
remove the mistaken ones during the restoration.

No, there is only one plate per side fixed with two weld points.
