I just put those plastic has in my cowl back in
January. It wasn't hard, and it did seal it up. Of
course, I still leave the fiberglass cover on most of
the time to keep leaves out of there, so the problem
doesn't start all over again.

An easy way to check in the cowl for the extent of
damage is to open up either the heater vent or the
driver's side vent and stick a camera up in there and
take some pictures. I have a small digital camera, so
I could hold it up in there, take a picture then
immediately take a look at exactly what kind of shape
the inside of the cowl was in and what spots needed
rust converter etc.
