You cannot fit an FE engine (360, 390, etc.) intake manifold on a
351 Windsor. The 351 Windsor is unique unto itself and believe
me, the FE engine family uses a much different design. You can
always spot an FE intake manifold, they have holes in them for the
valve pushrods to pass through. The source that told you that they
interchange may have been thinking of the 352 FE engine, which would
at least bolt up. Whether or not the ports would match up, I'll
leave for the FE guys to say. There were so many different port
sizes and shapes used in the FE engine family, it's bewildering.

I'm similarly puzzled by your 351's other problems, too. Good luck
in sorting it out.
