I thought I was having a similar issue with brake lights. Someone pulled up
along side the other day and told me I had no brake lights, so naturally
after work I crawled in and stood on my head to check the fuses. Everything
was fine and my 5 year old stepped on the brake pedal and the brake lights
lit up fine.

Standing on my head looking at the fuse block did get me to wondering, how
difficult would it be to move the fuse block to say, under the hood
somewhere?
I'm sure a few folks have done this.

Check the brake light fuse and if it is good check for constant voltage on
one side of the switch and when pressed voltage on the other side if that is
all good check the wiring from the brake light switch to the turn signal
switch, the brake light circuit goes through the switch. From the switch
back it uses the same wiring as the turn signals so if they work then it is
not that wiring.
