air fuel ratio/idle adjustment

Just to recap, My 289 is running extremely rich at idle and fouling two
plugs on the driver side bank. Here is my plan, If anyone has
additional ideas, please forward. First install new plugs as needed.
Then.... A) Check vaccum pressure at idle.. cool smiley check power valve
number code to be between approx 1/2 of my vac reading to about 2 inches
below my vac reading for proper actuation. C) Also while carb is off
and appart, check jet size, and locate idle mix adjusment. D) If new
power valve is needed purchase and install. E) Adjust idle mix to max
vac pressure @ idle.

Does anyone know how to test a power valve? Also, Where is the best
place to buy jets for a holley and what usually comes in a 600?

Also, Can anyone explain how the vaccum secondaries work? I know when
the vacuum drops below a certain point, the spring allows them to open,
but thats about it.
