What is the difference between the 1968 Cobra Jet Ram Air bolt on hood
scoop and the ones found on 1969 and 1970 Mach 1s? Is it the same part
minus the lights and the grille?

The part number, the mold (lacks the rear lights and mentioned) and
the location or number of mounting studs. Don't hold me to any of this
.... just off the top by memory.
