Yes. I does not sound like a sagging frame. I *could* be a frame
that is bent down from some previous accident, though. I wouldn't think this
likely. It probably is just the adjustment. Most likely the hinges. No, you
wouldn't have to remove the front fenders (to answer your initial questin.
