428 FE OIL WOES

I have a 68 S code Mustang F/B with an early 406 block,heads and 428
crank.The engine has been completely rebuilt,ie everything that can be
changed has been.When I rebuilt the engine I fitted a s/hand 428 PI intake
manifold but I cannot stop it burning oil.
I removed and disassembled the engine, taking it back to the machine
shop with instructions to make the manifold fit the engine. (machining
history of manifold,block and heads are unknown). They informed me that the
manifold did require machining and would have caused the problem.I
reassembled the engine fitting positive teflon valve stem seals(it already
had new guides and s/steel valves) and installed it back in the car.
It still burned oil.
I have had the manifold off numerous times since, checking clearances and
angles but everything looks ok.
I blocked off the PCV system, brake vacuum and modulator tube but no change.
With the manifold removed small pools of oil can be seen around the intake
valves on some cylinders depending on what cycle the valve is on when the
engine stops, however some cylinders are worse than others. Obviously the
oil is getting in at the top end.
I have tried thicker intake gaskets but no change. The manifold has been
pressure tested and visually inspected but all seems ok. Its machine
surfaces are in good condition and leaves a good crush impression on the
gasket when disassembled. I would junk the manifold but I am not convinced
it would solve the problem.
CAN ANYONE SHED SOME LIGHT ON THIS PROBLEM?

I had a similiar problem when I built a 428 CJ using a 427 solid lifter
cam set-up. The block was modified in the valley to reduce oil to the
heads. However, there is a oil port in the head we missed. This was
dumping so much oil onto the head that it eventually filled up inside
the valve cover and got sucked down the intake valve guides. The final
solution was to put a carb jet in each oil passage. Seems like the
rocker rail stands held it in place once they were bolted down. Sorry
if this is a little vague, but that was about 20 years ago. Anyway,
pull a valve cover and start the engine to see if you're getting a lot
of oil flow. It might be a similiar problem.
